Marvin Kalb, a former journalist and Harvard professor, traces how the Crimea of Catherine the Great became a global tinder box. The world was stunned when Vladimir Putin invaded and seized Crimea in March 2014. In the weeks that followed, pro-Russian rebels staged uprisings in southeastern Ukraine. The United States and its Western allies immediately imposed strict sanctions on Russia and whenever possible tried to isolate it diplomatically.
This sharp deterioration in East-West relations has raised basic questions about Putin's provocative policies and the future of Russia and Ukraine. Marvin Kalb, who wrote commentaries for Edward R. Murrow before becoming CBS News' Moscow bureau chief in the late 1950's, and who also served as a translator and junior press officer at the US Embassy in Moscow, argues that, contrary to conventional wisdom, Putin did not "suddenly" decide to invade Crimea. He had been waiting for the right moment ever since disgruntled Ukrainians rose in revolt against his pro-Russian regime in Kiev's Maidan Square. These demonstrations led Putin to conclude that Ukraine's opposition constituted an existential threat to Russia.
Imperial Gamble examines how Putin reached that conclusion by taking a critical look at the recent political history of post-Soviet Russia. It also journeys deep into Russian and Ukrainian history to explain what keeps them together and yet at the same time drives them apart.
Kalb believes that the post-cold war world hangs today on the resolution of the Ukraine crisis. About the Author
Marvin Kalb is a nonresident senior fellow with the Foreign Policy program at Brookings, a senior adviser at the Pulitzer Center on Crisis Reporting, and a Murrow Professor Emeritus at Harvard. In his long and distinguished career, he served as the chief diplomatic correspondent for CBS and NBC, the Moscow bureau chief and the host of Meet the Press. He focuses on the impact of media on public policy and politics, and is also an expert in national security, with a focus on U.S. relations with Russia, Europe and the Middle East. His most recent book is The Road to War: Presidential Commitments Honored and Betrayed (Brookings Institution Press, 2013).

Poor writing and worse advice

I have been a Brookings fan for most of my life. Recently, I read two of its publications; Bobo Lo's, "Russia and the New World Disorder," which is one of the finest academic books that I have ever come across, and now Imperial Gamble by Marvin Kalb, a well known journalist. Brookings could not have provided me with a greater contrast than that which is offered by these two works.
Kalb states at the start of his book that he is not an expert on Ukraine, and has had to go out and read several books on its history, which he then poorly summarizes in his opening chapters. Throughout these initial pages he keeps making allusions to the similarities of Ukraine's history and the present day actions of Vladimir Putin. I found such remarks to be awkward in style and unsubstantiated in fact. Perhaps this is acceptable in journalism, but certainly not in a serious text.
The book then continues on into the present day with numerous disjointed and often contradictory generalities. I give you one example on page 156. He quotes from Fiona Hill and Clifford G. Gaddy, also of the Brookings, that Putin is a careful strategist, and then in the same paragraph quotes from a second writer that Putin is influenced by a smaller and smaller circle ...of fierce nationalists. "A burst of jingoism set Russia on a course to take Crimea and destabilize Ukraine".........and then Kalb goes on to criticize President Obama for not taking Putin seriously enough. What does this mean? Is Putin a careful strategist or a knee jerk, narrow minded opportunist? Its not clear to me and its not clear, I believe, to most of the world. When I read books like this that are opaque and meandering, I find it usually means that the writer has a shallow understanding of what they are trying to convey.
At the end of the book Kalb lays it all on the line. He knows exactly what is going on in Putin's mind and takes for face value Putin's charges against the West and NATO expansion. Well, I have read numerous books on President Putin and I believe none of their authors had the hubris to think that they knew exactly what he was really all about. Certainly, many major academics would disagree with Kalb on the issue of NATO Expansion. Putin has flip flopped on numerous occasions on his viewpoint on NATO,and it would seem his position has much more to do with pandering to his domestic audience, than it does with the actions of the West. As Angela Stent has laid out in her excellent book, "The Limits of Partnership," Russia has had as much to do with this estrangement as NATO and the United States.
Finally, Kalb tells both Ukraine and the United States to back down over Ukraine. The author claims that he is a realist and that Ukraine must bow to the will of Russia, and that for the United Sates, Ukraine is not a vital interest in its affairs. He believes that sanctions have not worked to alter Putin's policy. However, the reserve is true. Sanctions have profoundly affected Putin's policy and have prevented him from further adventures in Ukraine. Whether heavy weapons should be brought into Ukraine from the Western side, I cannot say, but I believe, on numerous different levels, that Putin should be stood up to and Ukraine strongly supported. I back containment over appeasement, and I believe ironically that Kalb, by the poor quality of his writing and analysis, also backhandedly supports it too.
To get a much better perspective read Bobo Lo's "Russia and the World's New Disorder." Its all from the same outfit!

I love Russia and Russians

I love Russia and Russians. I have studied Russian history and the language for 15 years. My visits to Russia number more than 30. Mr Kalb goes to great length to present a complete picture of the Russian / Ukrainian relationship for a thousand years. He goes further than most to look at the Ukrainian situation from a Russian perspective BUT in spite of presenting as much evidence as one can to present the whole picture, it is hard to come away with anything other than the clear idea that the world was repeatedly lied to regarding most of the specifics related to the theft of Crimea and Russian involvement in Ukraine.
Mr. Kalb gives a clear, scholarly, cogent description of events that led to the annexation and invasion.
More importantly, it is apparent that this book was written, reviewed, edited and re written to make it a facinating read that I could not put down until it was finished.
If it is honest, well written clarity that you would like on this very important set of issues, including how this behavior by President Putin may morph in the future, read this book.

I thoroughly enjoyed reading this book because of Kalb's in-depth knowledge of that region of the world. In my opinion he is one of the foremost authorities on Russian and Ukrainian history. The author lays a huge historical foundation which is absolutely essential in understanding the region today and Putin himself. About the first half of the book is dedicated to the history of that area and is not in the least bit dull to read. Kalb is a wordsmith and is able to make the reading entertaining as well (which is sometimes quite necessary with history). I can honestly say that I never grew bored reading this book. Kalb is a writer, not just a scholar and there is a big difference between the two. Writers can make history come alive and Kalb has accomplished that with this book.
